Addressing transdisciplinary and participation issues to cope with rapid changes shifting marine social ecological systems ArchiMer
Guillotreau, Patrice; Trouillet, Brice; Mahévas, Stephanie; Pardo, Sophie.
This special section is derived from an international transdisciplinary Conference (OCEANEXT) held in 2016. It aimed at contributing to explore new initiatives mixing up scientific expertise and a participatory approach of stakeholders. This conference also ended the COSELMAR project (2013–2017), having brought together almost 170 researchers and resulted in 360 publications and communications. In this special issue, a panel of few communications were converted into peer-reviewed contributions focusing on the need for effective monitoring ahead of potential outbreaks to enhance the adaptive conditions for coastal communities and for more participation of stakeholders in the governance of social ecological marine systems. These few examples witness that...

Biological, socio-economic, and administrative opportunities and challenges to moving aquaculture offshore for small French oyster-farming companies ArchiMer
Barillé, Laurent; Bris, Anthony Le; Goulletquer, Philippe; Thomas, Yoann; Glize, Philippe; Kane, Frank; Falconer, Lynne; Guillotreau, Patrice; Trouillet, Brice; Palmer, Stéphanie; Gernez, Pierre.
Oyster production has historically taken place in intertidal zones, and shellfish farms already occupy large extents of the French intertidal space. The expansion of French shellfish aquaculture within intertidal areas is therefore spatially limited, and moving production to the subtidal offshore environment is considered to be a possible solution to this problem. Finding new sites along the French Atlantic coast was studied here from the perspective of small oyster companies run by young farmers, who are interested in offshore bivalve aquaculture expansion compatible with their investment capacity. In assessing the feasibility of such offshore production, we considered three main issues: (1) bivalve growth potential and (2) technical feasibility and...

Bringing ‘Deep Knowledge’ of Fisheries into Marine Spatial Planning ArchiMer
Said, Alicia; Trouillet, Brice.
In marine spatial planning (MSP), the production of knowledge about marine-based activities is fundamental because it informs the process through which policies delineating the use of space are created and maintained. This paper revises our view of knowledge—developed during the mapping and planning processes—as the undisputed factual basis on which policy is developed. Rather, it argues that the construction, management, validation, and marginalisation of different types of knowledge stemming from different stakeholders or disciplinary approaches is at the heart of policy and planning processes. Using the case of fisheries-generated knowledge in the implementation of MSP, we contend that the fisheries data informing the MSP process are still very much...

COSELMAR, a 4-year project financed by the Région des Pays de la Loire at 2.1 M€, officially started on the 7th January 2013. The project is coordinated by Philipp Hess (IFREMER) and Sophie Pardo (Université de Nantes-LEMNA) and falls under the Federation for Research Institut Universitaire Mer et Littoral (IUML, FR CNRS 3473)*. COSELMAR has also been approved by the Scientific Council of the MSH Ange Guépin. COSELMAR is a research project uniting 5 research units of IFREMER and 11 laboratories of the Université de Nantes, along with academic partners, and national and international industries. The aim is to achieve a better understanding of the marine and coastal ecosystems and the associated resources. The project will also provide insights into risk...

Findings from an exploratory study on the governance of a French fishery ArchiMer
Tissière, Laurie; Mahévas, Stephanie; Trouillet, Brice.
In marine fisheries science, the application of social sciences and the increasing use of a multidisciplinary approach have enriched fisheries research through new paradigms. The stance on fisheries governance aims to complement bio-economic approaches and to break with the “tragedy of the commons” premise by focusing on the institutions and network actors at the heart of knowledge, representations, actions and decisions systems. Although the French-European context is largely determined by The Common Fisheries Policy, governance levers and an organised network of actors have been identified in demersal and benthic fisheries. In the present study, the observation of dialogue meetings identified the stakeholder strategies and interactions used to activate...

La petite pêche en Aquitaine - le bassin d'Arcachon - Halieutique, socio-économie, usages et réglementations. 1999-2000 ArchiMer
Caill-milly, Nathalie; Leaute, Jean-pierre; Trouillet, Brice; Laborde, Jean-louis; Goumy, Cécilia; Prouzet, Patrick; Grandpierre, Alde; Lissardy, Muriel; Corlay, Jean-pierre.
Introduction : Intra-basin fishing is not grasped as well, partly because of a lack of distinction between pure professional fishing units and conchological units and on the other hand because of the large amount of ships. Poorly adapted codification of the equipment found in the basin is also contributing to this lack of information. Studies on the subject do exist, but the elements necessary to publish notices are not always gathered, this is leading to the proposal of a geographical systemic analysis on the basin. The steps that are being taken are complementing the development of the Geographical Information System already in place in the basin since 1993 through DEL at the Arcachon Ifremer as well as the PECOSUDE European study ¿ caractéristiques des...

Les pêches maritimes : un terrain d’expérimentation de la géoprospective ArchiMer
Tissière, Laurie; Mahévas, Stephanie; Michel, Charlotte; Trouillet, Brice.
A prospective approach can be used to establish management and environmental protection options to stimulate discussion and bring different scenarios for the future into perspective. This future-oriented process incorporates spatial dimensions with the development of a geoprospective approach. Indeed, a geoprospective approach highlights geographical dynamics and integrates spatial perspectives into the debate. A participatory framework for analyzing the marine fisheries sector has two main advantages. The first is academic, in that it helps to establish a methodological and epistemological corpus based on geoprospective. The method proposal allows, on the one hand, to discuss the purpose of the models and, on the other, to explore the role of researchers...

Marine spatial planning and the risk of ocean grabbing in the tropical Atlantic ArchiMer
Queffelec, Betty; Bonnin, Marie; Ferreira, Beatrice; Bertrand, Sophie; Teles Da Silva, Solange; Diouf, Fatou; Trouillet, Brice; Cudennec, Annie; Brunel, Adrien; Billant, Odeline; Toonen, Hilde; Flannery, Wesley.
Ocean grabbing occurs when traditional users, such as small-scale fishers, are pushed aside by new development activities. This grabbing must be prevented to avoid sea uses that maintain or increase social inequity. In this paper, we show that in tropical Atlantic countries, such as Brazil and Senegal, examples of ocean grabbing already occur. In this context, we analyse if Maritime Spatial Planning (MSP) may be an opportunity to limit ocean grabbing or, to the contrary, poses a risk to increase it. MSP calls for an ecosystem approach that requires integrated coastal and marine management and involves stakeholders in developing a shared vision of the future, where society and environment are preserved. However, recent studies have shown that MSP is a...

Raconter l’espace en jouant avec le temps. Exemple d’un exercice participatif de géoprospective des pêches maritimes ArchiMer
Tissiere, Laurie; Michel, Charlotte; Mahevas, Stephanie; Trouillet, Brice.
Prospective studies considered that the future is not determined. Time is then a lever to enhance debates. More recently, << geoprospective >> has integrated space in discussions about possible futures. That questions directly the functions of the spatial and the temporal dimensions, especially the capacity of space and time to play as intermediaries for participation. We applied this question on the case of a fishery in the Bay of Biscay. On the one hand, we demonstrated that the participative method, combining qualitative and quantitative approaches, as well as simple and complex tools, allowed to describe the stakes of the case study and to imagine spatially-explicit possible changes. On the other hand, we also pointed that space and time...
